NEGATIVE—None.

So two-thirds of all the Senators elected having voted in
the affirmative, said leave was granted.

The Clerk of the House of Delegates delivered the follow-
ing message:
BY THE HOUSE OF DELEGATES,

March 29,1870.
Gentlemen of the Senate:

In compliance with your message to the House of Dele-
gates, we herewith return the bill entitled an Act to repeal
section 28, of Article 56, of the Code of Public Laws, relating
to licenses to foreign Insurance Companies, and to re-enact
the same with amendments, &c.

M. Y. KIDD,

Chief Clerk.
Which was read.

On motion by Mr. Clarke,

The vote was reconsidered by which said bill, as amended
by the Senate, was passed.

The question then recurred upon the adoption of the
amendment submitted by Mr. Clarke to strike out three and
insert four in line 3, section 28.

On the question being put,
It was determined in the negative.
Said bill was then passed by yeas and nays, as follows

AFFIRMATIVE.
