lic Local Laws, entitled "City of Baltimore," sub-title "Jus-
tices of the Peace and Constables," and to re-enact the same
with amendments.
On motion of Mr. Brattan,
Leave was granted to Messrs, Brattan, Lankford and Wool-
ford to report a bill relating to the collection of taxes in
Somerset county.
On motion of Mr. Wool ford,
Leave was granted to the Dorchester delegation to report
a bill to extend the jurisdiction of Justices of the Peace in
Dorchester county. I
On motion of Mr. Hopkins,
Leave was granted to the Committee on the Judiciary to
introduce a bill adding an additional section to Article 18,
Code Public General Laws, title "Clerks of Courts," em-
powering the Clerk and his deputies to take affidavits upon
all papers requiring the same, for file in the Clerk's office.
On motion of Mr. McLane,
Leave was granted to the Committee on Corporations to
introduce a bill to amend the charter of the Maryland Float-
ing Dock and Marine Railway Company, as granted by Act
of 25th of March. 1865.
Mr. Merrick, Chairman of the Committee on Ways and
Means, reported the Senate bill, entitled an Act to amend the
Act of 1868, chapter 246, entitled an Act to aid in the estab-
lishment of a Hospital in connection with the Washington
University of Baltimore, and to appropriate money for the
same.
Said bill being upon a second reading,
Mr. Merrick submitted the following amendment as a sub-
stitute :
AMENDMENT PROPOSED.
A bill, entitled an Act to authorize the Faculty and Board
of Trustees of the Washington University, of Baltimore
city, to use the real estate of said University, situate at the
corner of Calvert and Saratoga streets, in Baltimore city, as
a basis of credit to raise a sum of money not exceeding ten
thousand dollars, by creating a ground-rent thereon for the
use of said University.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Faculty of the Washington University, in
connection and association with the President of the Board
