ment shall first subscribe an amount double that to be paid
by the County Commissioners.

Amend in 48th line, of section 16, after the word
"Road," and whenever there shall not be sufficient money in
the hands of the County Commissioners assessed and collect-
ed for the payment of damages and cost of construction of any
road under this Act, the County Commissioners are hereby
directed to pay such deficiency out of the special road and
bridge fund of the district or districts so assessed, and if
more than one district is assessed, the deficiency shall be
paid out of the special funds of such districts in proportion
to the amount of the assessment of such districts.

Section 19, amend by striking out all after the word
"them," to the end of the section.

Section 20. And be it enacted, That the County Commission-
ers of Baltimore county, shall not expend any of the moneys
levied for road and bridge purposes under this Act, in the first
election district of Baltimore county, during the time the said
first election district is exempt from the provisions of this
Act.

Which were severally read and adopted.
The sections as amended were then read and adopted.
Said bill was then read the second time.

The Clerk of the House of Delegates delivered the follow-
ing message:
BY THE HOUSE OF DELEGATES,

March 18,1870.
Gentlemen of the Senate:

We have received your message asking for the return of
the bill incorporating the Harford County Railroad Company,
and concur therein, and herewith comply with your request
by returning the bill.

On motion by Mr. Snyder,

The vote was reconsidered by which said bill was passed.
Mr. Snyder submitted the following amendment:
Amend by adding the following section:
Section 19. And be it enacted, That this Act shall take
effect from the date of its passage.
