The President announced a message from his Excellency,
Governor Bowie, by the hands of B. C. Hollyday, Esq., Sec-
retary of State.

On motion by Mr. Earle, and by unanimous consent,

Leave was granted to Mr. Earle to introduce a bill to se-
cure payment from the Baltimore and Ohio Railroad Com-
pany of the amount due from said Company to the State.

Mr. Earle, to whom the leave was granted, reported a bill
entitled an Act to release and discharge the Baltimore and
Ohio Railroad Company, on certain conditions, from the pay-
ment into the Treasury of the State of Maryland of the one-
