Ordered, That it be entered upon the Journal that Senator
Jump, of Talbot county, is detained at home by indisposi-
tion.

Mr. Snyder presented the memorial of merchants, manu-
facturers and traders of Baltimore city, praying the abolition
of all compulsory inspection laws.

Which was read and laid upon the table.

The Clerk of the House of Delegates delivered the follow-
ing bill:

A bill entitled an Act to authorize the .Mayor and City
Council of Baltimore to fund the floating debt of the city to
an amount not exceeding eight hundred thousand dollars.

Which was read the first time and referred to the Senators
from Baltimore city.

Also,
Returned the following Senate bills :

A bill entitled an Act to authorize the Adjutant General
to furnish arms for the use of the Maryland Agricultural
College,

Endorsed, "Passer by yeas and nays with the proposed
amendment:

Amend section 1, by striking out after the word "hun-
dred," inline 3, the words "cadet muskets or Enfield Rifles,"
and insert in lieu thereof the words: Austrian muskets in the
Armory 'at Annapolis.

Which was read.
On motion by Mr. Henkle,
Said bill, as amended, was ordered to lie over.
A bill entitled an Act to amend the Act of 1868, chapter
246, entitled an Act to aid in the establishment of a Hospi-
tal in connection with Washington University of Baltimore,
and appropriate money for the same,

Endorsed "Passed by yeas and nays with proposed amend-
ments."
PROPOSED AMENDMENTS.

A bill entitled an Act to authorize the Faculty and Board
of Trustees of the Washington University of Baltimore, to
use the real estate of said University, situated at the corner
of Calvert and Saratoga streets, in Baltimore city, as basis
of credit, to raise a sum of money not exceeding ten thou-
sand dollars, by creating a ground-rent thereon for the use
of said University.

SECTION I. Be it enacted by the General Assembly of Mary-
land, That the Faculty of Washington University, in con-
nection and association with the President of the Board of
