before the Legislature on that day at such hour as the Se-
nate and House may appoint, and we propose, with the
concurrence of your Honorable Body, to refer the subject to
the Joint Special Committee of the two Houses appointed to
request the Governor to invite these gentlemen to address
the General Assembly, and they be authorized and directed
to make suitable arrangements for the occasion. By order,
