On motion by Mr. Welch,

Leave was granted to the Committee on Education to in-
troduce a bill to be entitled an Act to authorize the County
Commissioners of Kent county, or a majority of them, to
levy back certain sums of money therein mentioned.

On motion by Mr. Malone,

Leave was granted to the Committee on the Chesapeake
bay and its tributaries, to introduce a bill to incorporate the
Salisbury Navigation Towing and Wharf Company.

On motion by Mr. Snyder, it was

Ordered, That the Senator from Harford county have leave
of absence for three days.

Mr. Browne was excused from serving on the Joint Com-
mittee to visit the Deaf and Dumb Institution at Frederick
and the President appointed Mr. Jump in his place.

Mr Miller, from the Committee on Judicial Proceedings,
to whom was referred House bill entitled an Act to regulate
and make uniform the fees of Justices of the Peace, reported,
it without amendment.

Said bill was I lien read the second time.

Also from the same Committee, to whom the leave was.
granted, reported a bill entitled an Act to repeal section 26,
of Article 38, of the Code of Public General Laws, relating
to the fees of Registers of Wills, and to enact the follow-
ing in lieu thereof.

Which was read the first time.

Mr. Jump, from the Select Committee to whom the leave
was granted, reported a bill entitled an Act to repeal section
39 of Article 20, of the Code of Public Local Laws, entitled
Talbot county, and to re-enact the same with amend-
ments.

Which was read the first time.

Mr. Earle, from the Committee on Finance, to whom the
leave was granted, reported unfavorably a bill entitled an
Act to repeal certain sections of the Code of Public Local.
Law, relating to inspections.

On motion by Mr. Carroll,

Said bill was postponed until the 9th instant, and made the
order of the day.

The Clerk of the House of Delegates delivered the follow-
