1870.] OF THE SENATE. 318.The Clerk of the House of Delegates delivered the follow-
ing message:
BY THE HOUSE or DELEGATES, March 2,1870.
Gentlemen of the Senate: We propose, with the concurrence of your Honorable Body,
the appointment of a Joint Special Committee of three on
the part of the House, and two on the part of the Senate, to
consider the officers necessary for the transaction of the busi-
ness of the two Houses of the General Assembly, respectively,
and report by bill or otherwise regulating their numbers,
compensation et cetera. We have named on part of the
House, Messrs. Chapman, Watkins and Colton. By order,

Which was read. Mr. Fields submitted the following message : BY THE SENATE, March 3,1870.
Gentlemen of the House of .Delegates: We have received your message proposing the appoint-
ment of a Joint Committee of two on the part of the
Senate, and three on the part of the House, to take into
consideration the number of officers necessary for the
transaction of the business of the two Houses of the Gen-
eral Assembly respectively, and to report by bill or other-
wise, regulating their number, compensation, &c., and con-
cur therein. We have appointed on the part of Senate,
Messrs. Fields and Earle.

Secretary. Which was read, assented to, and sent to the House of
Delegates. The Clerk of the House of Delegates delivered the following
bills: The bill entitled an Act to repeal Article 8, of the Code of
Public Local Laws of the State of Maryland, from sections
114 to 142 inclusive, title "Cecil County," sub-title,
" North East," and re-enact the same with amendments. Which was read the first time and referred to the Senators
from Cecil, Worcester and Carroll counties. A bill entitled an Act to amend an Act passed at the Jan-
uary session, 1867, of the General Assembly of Maryland,
