Also,

A communication from the Clerk to the County Commis-
sioners of Somerset county, enclosing a statement of the
amount of taxes derived from mortgages in said county for
the year 1869.

Which was read and referred to the Committee on Finance.

Mr. Miller presented the petition of the School Commis-
sioners of Cecil county, for amendments to the present School
law.

Which was read and referred to the Committee on Educa-
tion.

On motion by Mr. Snyder,

The rules were suspended in order to give the Senate bill en-
titled an Act to enable the Mayor and City Council of Balti-
more to subscribe to the stock of the Valley Railroad, incorporated
by the State of Virginia, to the amount of one mil-
lion of dollars.

Said bill was then read the third time and passed by yeas
and nays, as follows :
AFFIRMATIVE.

Fields, Timmons,
Hyland, Welch,
Maddox, Wilson—15.

NEGATIVE—None.

Said bill was then sent to the House of Delegates.
The Clerk of the House of Delegates delivered the following
bills:

A bill entitled an Act to provide for the appointment of an
additional Justice of the Peace for election district No. 4, in
Harford county.

Which was read the first time and referred to a Select
Committee.

A bill entitled an Act to repeal the Act of incorporation
of Mechanicstown, in Frederick county, Maryland, passed
February 13, 1832, chapter 111, and the supplement thereto,
and sections 193 to 212, both inclusive, of Article II of the
Code of Public Local Laws, and to substitute in lieu of said
Acts and sections, the following sections incorporating the
village of Mechanicstown, in said county.
