charter of the Fire Insurance Company of Allegany county,
so as to enable said Company to declare semi-annual, instead
of annual dividends,

Was read the second time and ordered to be engrossed for
a third reading.

By unanimous consent,

Mr. Earle, from the Committee on Finance, to whom was
referred the House bill entitled an Act to repeal and re-enact
with amendments, section 45 of Article 81, of the Code of
Public General Laws, entitled "Revenue and Taxes," and
to add two sections thereto,

Beported it with the following amendment:

Amend title by striking out the words "and to add two-
sections thereto."

Which was adopted.
Said bill, as amended, was then read the second time.

Also,

The Senate bill entitled an Act to authorize the Clerk of
the Circuit Court for Baltimore county, to complete the
Becords in his office and to provide new Indices to the Land
Records therein, and to provide the means for paying therefor,
reported it with the following amendment:

Section 5, amend by striking out the entire section.
Which was adopted.
Said bill, as amended, was then read the first time.

Mr. Spates, from the Committee on Corporations, to whom
was referred House bill entitled an Act to incorporate the
Miners' Bank of Frostburg,

Reported it without amendment.
Said bill was then read the second time.
On motion by Mr. Spates,
The regular order of business was suspended.
Mr. Spates submitted the following order :

Ordered, That a Committee of three be appointed by the
President, with full power and authority to send for persons
and papers, to examine the books, accounts, papers and pro-
ceedings of the Chesapeake and Ohio Canal Company, and
examine witnesses under oath, to the end that a full and
entire investigation may be made of the accounts of the late
President of said Company, Alfred Spates, as well as all
other accounts, books, papers and proceeding of the present
