referred House bill entitled an Act to appropriate a sum of
money to pay John L. Smith, tax collector for Talbot county,
for overpayment into the Treasury of the State, reported it
without amendment. Said bill was then read the second time. Mr. Earle, from the Committee on Finance to whom was
referred House bill entitled an Act for the relief of the heirs
and devisees of George Baily, late of Washington city, de-
ceased, reported it without amendment. Said bill was then read the second time. Mr. Spates, from the Committee on Corporations, to
whom leave was granted, reported a bill entitled an Act to
amend the charter of the Western Maryland Railroad Com-
pany, by increasing the number of directors in said Com-
pany, and authorizing the appointment of six directors by the
Mayor and City Council of Baltimore in addition to two al-
ready appointed by the said Mayor and City Council of Bal-
timore, and by authorizing the said Company to issue bonds
to the amount of $1,400,000 in addition to the amount al-
ready authorized, and to secure the payment of the same by
mortgage. Which was read the first time. Mr. Spates, from the Committee on Corporations, to whom
the leave was granted, reported a bill entitled an Act to in-
corporate the Towsontown Railroad Company, passed at the
