Comptroller. Which was read and referred to the Committee on Fi-
nance : The President laid before the Senate the following com-
munication from the Comptroller: COMPTROLLER'S OFFICE,
Annapolis, Jan. 29, 1870. HON, BARNES COMPTON,
President of the Senate : SIR ;—In compliance with an order of the Senate, passed
on the 27th instant, to wit : "Ordered, That the Comptroller be and he is hereby re-
quested to inform the Senate whether the appropriation un-
der the Act passed at January session, 1858, chapter 201, for
the benefit of the Cambridge Female Academy, payable in
the years 1864 and 1865, has or has not been paid , and. if
not, why the same has been withheld." I have the honor
to state, that the appropriation to Cambridge Female Acad-
emy, for the years 1864 and 1865, have not been paid, and
for the following reasons assigned by the Hon. Robert J.
Jump, then Comptroller of the Treasury, to wit: "Upon
examination, I do not find any report of the proceedings,
&c., of the Seminary, for the years 1864 and 1865, as re-
quired by the 4th section of the 8th Article of the Code.
Nor do I find anything on file in this office showing that the
provisions of the 7th section of the Act of 1858, chapter 201,
have been complied with."
