The yeas and nays were called, as required by section 27,
of Article 3, of the Constitution, and appeared as follows :

Henry, Wilson—18.

NEGATIVE—None.

So two-thirds of all the Senators elected having voted in
the affirmative, said bill was read the second time, and or-
dered to be engrossed for a third reading.

The Clerk of the House of Delegates delivered the follow-
ing Message:
BY THE HOUSE OF DELEGATES,

January 26,1870.
Gentlemen of the Senate :

We have received your message, proposing the appoint-
ment of a Joint Committee, to consist of two members on the
part of the Senate, and three on the part of the House, to
attend, in person, the obsequies of the late George Peabody,
as Representatives of this General Assembly, and heartily
concur therein: We have appointed,on the part of the House,
Messrs. Kilbourn, Hammond and Carroll.

MILTON Y. KIDD,
Chief Clerk.

Mr. Henkle, from the Committee on Internal Improve-
ments, to which the leave had been granted, reported a bill
entitled an Act to amend the Act of 1853, Chapter 194, enti-
tled an Act to incorporate the Baltimore and Potomac Rail-
road Company.

Which was read the first lime and ordered to be printed.

The Senate bill entitled an Act to repeal sections 12 and
15 of an Act passed at the January session, 1867, Chapter
298, entitled an Act to incorporate the Pennsylvania Line
Railroad Company and re-enact the same with amendments,

Being upon its second reading,

Mr. Stephenson submitted the following amendment to
section 15:
