So two-thirds of all the Senators elected having voted in
the affirmative,

Said bill was read the second time, and ordered to be en-
grossed for a third reading.

Mr. Snyder moved that said bill be read a third time this
day.

Which was determined in the affirmative by yeas and nays,
as follows:

AFFIRMATIVE.

Messrs. President, Hyland,
Biggs, Kimmel,
Browne, Malone,
Carroll, Miller,
Clarke, Sellman,
Denson, Snyder,
Earle, Stephenson,
Fields, Welch,
