ings to introduce a bill to repeal chapter 259 of the Act of
1868, relating to Notaries Public and to add a substitute
therefor.

On motion by Mr. Grove,

Leave was granted to the Committee on Corporations to
introduce a bill to incorporate the Howard Mutual Life Insu-
rance company of Baltimore.

The Clerk of the House of Delegates delivered the follow-
ing bills:

A bill entitled an Act to authorize the Governor to ap-
point two additional Justices of the Peace for the 2d election
district of Frederick county.

Which was read the first time and referred to Senators
Biggs, Clarke and Browne.

A bill entitled an Act to authorize the County Commis-
sioners of Frederick county to subscribe to the stock of Turn-
pike Companies.

Which was read the first time and referred to the Commit-
tee on Corporations.

A bill entitled an Act to authorize the Register of Wills
for Howard county to examine, perfect and index certain
Records in his office, and to authorize and provide compensa-
tion for services so rendered.

Which was read the first time and referred to the Commit-
tee on Finance.

On motion by Mr. Grove, and by unanimous consent,

Leave was granted to Senators Grove, Wilson and Snyder,
to introduce a bill to authorize the Governor of the State to
appoint two or more Magistrates for District No. 17, in
Washington county.

Mr. Henkle submitted the following message :

BY THE SENATE,

January 14th, 1870.
Gentlemen of the House of Delegates :

We propose to your Honorable Body, that the Committee
on the Chesapeake Bay and its Tributaries, of each House,
be made a Joint Committee for the purpose of considering
and reporting such alterations and amendments of the exist-
ing Oyster Law as may be deemed expedient, and that said
Joint Committee have power to send for persons and papers.
