Which was read, assented to, and sent to the House of
Delegates.

Mr. Spates, from the Committee on Corporations, reported
a bill entitled an Act to amend an Act entitled, "An
Act to incorporate the Parkton & Manchester Railroad
Company," passed January session, 1868.

Which was read the first time.
On motion by Mr. Henkle, and by unanimous consent,

Leave was granted to the Committee on Judicial Proceed-
ings to amend section 10 of Article 97 of the Code of Public
General Laws, relating to State wharves and wharfingers.

Mr. Stephenson, from a Select Committee, submitted the
following report:

The Select Committee, to whom was referred the Message
of the Governor, for the purpose of reporting the reference of
its several subjects to appropriate Committees, respectfully

REPORT

That all that part of said Message embraced under the heads
of "Finances of the State, Express, Telegraph, and Foreign
Insurance, Antietam Cemetery and Confederate Dead, and
Appropriations," bereferred to the Committee on Finance.

So much thereof as is embraced under the head of "Educa-
tion," be referred to the Committee on Education.

So much thereof as is embraced under the heads of "Im-
migration, Bureau of Agricultural, Manufacturing, Mechani-
cal, Mineral and other Productions, and Statistics," be re-
ferred to the Committee on Labor and Immigration.

So much thereof as is embraced under the head of "Oysters
and other fisheries—pisciculture," be referred to the Commit-
tee on Chesapeake Bay and its Tributaries.

So much thereof as is embraced under the heads of "State
Agricultural and Mechanical Association, State Live Stock
Scales, and Storage and Outage on Tobacco," be referred to
the Committee on Agriculture.

So much thereof as is embraced under the head of "Mary-
land National Guards," be referred to the Committee on the
Militia.

So much thereof as is embraced Under the heads of "State
Library" and "State Records," be referred to the Committee
on the Library.

So much thereof as is embraced under the head of "Rail-
roads and Canals," be referred to the Committee on Judicial
Proceedings.

So much thereof as is embraced under the heads of "Wes-
tern Maryland Railroad, Northern Central Railroad, Balti-
