On motion by Mr. Henkle,

Leave was granted to the Senators from Anne Arundel,
Prince George's, Charles, Saint Mary's and Calvert counties,
to introduce a bill to provide for the distribution of the nett
revenues arising from the inspection of tobacco, to the tobacco
growing counties of the State.

On motion by Mr. Miller,

Leave was granted to the Committee on Finance to introduce
a bill to repeal the second section of Article 81 of the Code
of Public General Laws, and to re-enact the same in an
amended form, so as to exempt mortgages from taxation.

The President laid before the Senate a communication
from his Excellency Governor Bowie, transmitting the official
returns of the election for Senators on the Tuesday next after
the first Monday in November, 1869.

Which was referred to the Committee on Elections.

The Senate Joint Besolutions in relation to the limit of the
hours of labor of operatives employed in factories, were read
a second time, and,

On motion by Mr. Earle,

Said resolutions were referred to the Committee on Federal
Relations.

The President announced a communication from his Ex-
cellency Gov. Bowie, by the hands of R. C. Hollyday, Esq.,
Secretary of State, endorsed, " On Executive Business."

On motion by Mr. Miller, and by unanimous consent,

Leave was granted to the Committee on Judicial Proceed-
ings to introduce a bill to increase the compensation of wit-
nesses in civil actions in the Courts of this State, and to
secure the speedy payment thereof.

On motion by Mr. Grove, and by unanimous consent,

Leave was granted to the Committee on Education to intro-
duce a bill to repeal the Act of Assembly of 1868, chapter
407, entitled, an Act to add a new Article to the Code of
Public General Laws, to be entitled, "Public Education,"
providing a general system of Free Public Schools for the
State of Maryland, and to repeal all laws inconsistent there-
with, and to re-enact the same with amendments.

On motion by Mr. Maddox, and by unanimous consent,

Leave was granted to the Committee on Judicial Proceed-
ings to introduce a bill to add an additional section to Article
37 of Maryland Code, entitled evidence.
