246, passed at the January session 1868, entitled 'an Act to
aid in the establishment of a hospital in connection with the
Washington University of Baltimore, and to appropriate
money for the same," and to re-enact the same in the fol-
lowing amended form. The Clerk of the House of Delegates delivered the follow-

Gentlemen of the Senate : We respectfully propose, with the concurrence of your Hon- .
orable Body, the appointment of a Joint Committee, consisting
of three members of the Senate and four members of the House of Delegates, to visit and examine into the condition of the
Maryland Penitentiary. We have appointed, on the part of the House of Delegates,
Messrs. Blake, Baldwin, of Harford, Lankford, and Shipley. By order,

January 11,1870. Gentlemen of the Senate : We have received your message proposing the appointment
of a Joint Standing Committee of the Senate and House of Del-
egates, as is required by the 24th section of Article III. of the
Constitution, who shall have power to send for persons and
examine them on oath, and call for all public or official pa-
pers and records, and whose duty it shall be to examine and
report upon all contracts made for stationery, printing, and
purchases for the public offices and Library, and expenditures
therein, and upon all matters of alleged abuse in expendi-
tures to which their attention may be called by resolution of
either House of the General Assembly, and concur therein. We have appointed, on the part of the House, Messrs.
Webb, McCreery, Streett, Kirk, Carroll, Touchstone, and
Brattan.
