Being upon a second reading,

Mr. Bowlus submitted the following amendment:

Sections, strike out all after the word "value" in lino 10.

Pending the consideration of which,

On motion of Mr. Lankford,

The further consideration of the bill was postponed until
Monday next.

The following communication was received from his Excel-
lency,the Governor, per hands of Richard C. Hollyday,Esq.,
Secretary of State, together with accompanying documents:

ANNAPOLIS, Jan'y 24, 1870.
Gentlemen of the House of Delegates of Maryland :

In compliance with tire order adopted by your Honorable
Body, on the 13th inst., I herewith transmit to you (he cor-
respondence I have had with the Executive of the State of
New York in reference to a refusal on his part to deliver up
a fugitive from the justice of this State, upon a requisition
issued from this Department.

I also transmit to you a correspondence which was had be-
tween Richard T. Semmes, Esq., State's Attorney for Alle-
gany county, and the Secretary of State of Pennsylvania, in
reference to the refusal of the Executive of that State to de-
liver up two fugitives from the justice of this State upon
requisitions from this Department.

This correspondency is not, strictly speaking, embraced
within your order, but I deem it proper to submit it to you,
having been sent to me by Mr. Semmes.

For your information, I transmit to you a copy of the
regulations observed by the Executive Department of this
State in issuing requisitions for fugitives from justice. These
regulations are in the hands of the State's Attornies of the
several counties, who are requested strictly to conform to-
them.

on the Judiciary.

The bill entitled an Act to prevent the sale of calves for
slaughter under a certain age and weight, being upon a
second reading,

Mr. Shipley submitted the following amendment:

Section 1, line 5, strike out the word "four" and insert
the word three.

Which was rejected.
