1052 JOURNAL OF PROCEEDINGS [Mar. 28,

Section 17, strike out all after the word "Act," in line 22,
down to and including the word ''Act" in line 23, of same sec-
tion and insert at the end of same section, the words following:
Provided, That no such payment shall be made to the said
President and Board of Visitors until they shall have invited
bids upon specifications furnished, and entered into a con-
tract with responsible parties for the construction of said
buildings, which contract shall have been approved by the
Board of Public Works.

Which was adopted.

And the bill as amended, read a second time and ordered
to be engrossed for a third reading.

The bill entitled an Act to incorporate the Johns Hopkins
Mutual Life Insurance Company,

Was read a second time and ordered to be engrossed for a
third reading.

The bill entitled an Act to provide for the repairing the
old jail of Harford county, or the building a new jail, at the
discretion of the County Commissioners of said county,

Was read a second time and ordered to be engrossed for a
third reading.

The bill entitled an Act to repeal the Act of 1864, chapter
71, adding additional sections to the Code of Public General
Laws, in relation to Fish and Fisheries, sub-title, "Waters
of the Potomac River lying between the mouth of New Creek
and Weaverton Dam," and re-enact the same with amend-
ments,

Was read a second time and ordered to be engrossed for a
third reading.

The bill entitled an Act to empower the Mayor and Com-
mon Council of Manchester to subscribe to the capital stock
of the Parkton and Manchester Railroad Company,

Wag read a second time and ordered to be engrossed for a
third reading.

The bill entitled an Act to repeal section 18 of Article 73,
of the Public General Laws, entitled "Penitentiary," and to
re-enact the same with amendments,

Was read a second time and ordered to be engrossed for a
third reading.

The bill entitled an Act to refund a sum of money to Isaac
R. Trimble, for taxes paid by him erroneously into the State
Treasury,
