MONDAY, March 28, 1870.

The House met and was opened with prayer by Mr.
Shipley, of Baltimore county.

Present at the call of the roll, the following members:

Messrs. Latrobe, (Speaker,) Loker, Martin, Kilbourn,
Baldwin, of Anne Arundel, Duke, Mitchell, Chapman,
Shipley, Choate, Turner, Hammond, Hardcastle, of Talbot,
Brattau, Lankford, Harrington, Woolford, Meekins, Touch-
stone, Owens, Biddle, Thomas, of "Queen Anne's, Brown,
Purnell, Thomas, of Frederick, Bowlus, McCreery, Baldwin,
of Harford, Hopkins, Hardcastle, of Caroline, Garey, Sanner,
Cooper, Morse, Webb, Wilson, of Baltimore city, Kirk, Col-
lins, Ehlen, Gardner, Markland, Watkins, Kean, Standish,
Shower, Grouse, Merrick, Gorman, Crawford. Gordy—50.

Mr. Gardner submitted the following order:

Ordered, That it be entered upon the Journal of this House
the Hon. John H. Marshall is absent from his seat on ac-
count of illness in his family.

Which was adopted.

Mr. Shipley submitted the following order:

Ordered, That it be entered on this Journal, that the con-
tinued absence of Samuel Robinson, an officer of this House, is
caused by extreme illness of one of his family.

Which was adopted.

Mr. Webb, acting Chairman of Committee on Claims, sub-
mitted the following Joint Resolutions:

WHEREAS, the Legislature of 1868, chapter 425, did pass
an Act for the liquidation and settlement of claims hereto-
fore contracted for arming, equipping and uniforming the
militia, which claims were made by the Adjutant General,
by order of the Governor of the State, and for which certifi-
cates of indebtedness of the State of Maryland were given
by the Governor to the contracting parties, with the specifi-
cation that they, the said certificates, wera to bear interest
until paid.

And whereas, in the auditing of the said accounts, the
Comptroller declined paying the said interest account, be-
cause the said accounts were not specified in said Act of 1868,
chapter 425 ; therefore,

Be it resolved by the General Assembly of Maryland, That
the Comptroller be and he is hereby requested And directed
