In 1991, the Metropolitan Washington Air Qual
ity Committee was certified by the mayor ofWashmg
ton, DC, and the governors of Maryland and Virginia
to carry out planning requirements of the federal
Clean Air Act amendments of 1990 in the Washington
Metropolitan Statistical Area The Committee devel
ops strategies to reduce emissions that pollute the air
The Committee also conducts air quality regional
planning to meet the 1999 federal deadline mandated
for ozone reduction and other requirements to reduce
pollution from ozone and carbon monoxide

The Mid Atlantic Fishery Management Council
was established in 1976 in accordance with the
federal Magnuson Fishery Conservation and Man
agement Act of 1976, as amended For both do-
mestic and foreign fisheries, the law ensures sound
fishery conservation and management measures
The act gives the United States exclusive manage
ment authority over fisheries (except for highly
migratory species of tuna) within a fishery conser
vation zone of 3 to 200 miles offshore As one of
eight regional fishery management councils, the
Mid Atlantic Council prepares fishery manage-
ment plans for implementation by the U S Secre-
tary of Commerce
The Council's twenty-three members represent
Delaware, Maryland, New Jersey, New York, Penn
sylvania, and Virginia Nineteen voting members
include the Regional Director, National Marine
Fisheries Service, a state fisheries official from each
state, and twelve public members appointed to
three-year terms by the U S Secretary of Com-
merce upon nomination by the state governors
Four nonvoting members represent the U S Fish
and Wildlife Service, U S Coast Guard, U S De-
partment of State, and Atlantic States Marine Fish

The Mid Atlantic Poultry Health Council was
established in 1987 in accordance with a July 22,
1987, memorandum of understanding, signed by
the governors of Delaware, Maryland, Pennsyi
vama, and Virginia The Council coordinates
policy for poultry disease management Annually,
the chair of the Council rotates among the mem-
ber states

Formed by the Governor in 1987, the Maryland
Poultry Health Advisory Committee advises the
Secretary of Agriculture on poultry health manage

in Maryland, the Committee helps the Secretary of
Agriculture implement control measures The
Committee also represents Maryland on the Mid-
