INTERSTATE MINING COMMISSION

The Interstate Mining Commission was created
by the Interstate Mining Compact initiated by the
Council of State Governments To date, seventeen
states have ratified the Compact, Maryland ratified
in 1973 (Chapter 297, Acts of 1973)
The purpose of the Compact is to protect and
restore land, water, and other resources affected by
mining The Commission assists in reducing the de
tenoration of land, water, and air attributable to
mining and encourages programs to protect, con
serve, and improve the usefulness of natural resources
The Commission also recommends techniques to
improve, restore, or protect land and other resources
affected by mining and helps support and maintain an
efficient, productive mining industry
The Commission is composed of the seventeen
governors of the states that have ratified the Compact
Each governor may name an alternate The Comrrus
sion's annual budget is $283,000 The first half of the
budget is assessed to each state on an equal basis The
other half is pro-rated on the basis of the value of
mineral production in the party states (Code Natural
Resources Article, sees 7 701 through 7-703)

In 1935, the Interstate Oil Compact was exe
cuted in Dallas, Texas Maryland ratified the Corn
pact m 1959 (Chapter 390, Acts of 1959) The
Compact established the Interstate Oil Compact
Commission From its inception, the Commission
has been equally concerned with the conservation
of oil and gas and, in 1991, adopted its present
name Through the Commission, thirty five mem-

ber states work to conserve oil and gas resources by
maximizing their production while minimizing
waste The Commission promotes environmental
protection in energy producing states and is a fo-
rum for state regulators seeking to standardize laws,
rules, and regulations in these states
Members of the Commission include the governor
of each signatory state and an assistant representative
who may act in the governor's stead (Code Natural
Resources Article, sees 6 401 through 6 404)

The Outer Continental Shelf Policy Committee
is a committee of the Outer Continental Shelf
Advisory Board, created m 1975 by the Outer
Continental Shelf Lands Act (43 U S C 1331, et
seq ) Through the Board, the U S Department of
the Interior receives comments and recommenda
tions from coastal state officials The Board also
provides a forum for coastal states and federal
agencies involved in development of the shelf
The Policy Committee advises the Secretary of
the Interior on national policy implications of man
aging federal resources This includes leasing, ex
ploration, development, and protection of natural
and mineral resources of the outer continental shelf
Committee meetings provide a formal mechanism
for public interaction Representatives include sen
for officials from the offices of the coastal state
governors, fourteen discretionary members from
public and private sectors, and eleven federal mem-
bers who serve ex officio
