In March 1990, the Governor created the Mary
land Greenways Commission Its creation was for
malized m July 1991 (Executive Order
01 01 1991 24)
The Commission works with State agencies,
local governments, land trusts, and citizens to form
a system of interconnecting recreational trails and
wildlife corridors that link protective buffers along
Maryland's waterways These greenways—corn
dors of open space that follow streams, ndgetops,
rivers, or other linear features—can be used for
recreation and conservation They may be publicly
owned for recreation and parks or privately owned
as wildlife habitat or to enhance water quality
The Commission has planned a network of
greenways in both urban and rural areas through
out the State Included are the Chesapeake and
Ohio (C&O) Canal, the Appalachian Trail, Patap
sco Valley State Park, and the lower Pncomoke
River greenways Trail systems like the Northern
Central Railroad Trail and Anne Arundel County's
Baltimore and Annapolis (B&A) Trail are recrea
tional greenway connectors To create interstate
greenway connections, the Commission also coop
crates with neighboring states In addition, the
Commission is involved with regional greenways,
including the Lower Susquehanna Heritage Green
way, Patapsco Valley Greenway, and the Potomac
River Greenway
The Governor may appoint up to thirty Corn
mission members who serve four year terms Four
members serve ex officio The Commission is aided
by a liaison from each county and Baltimore City

In March 1994, the Governor created the
Health Care Decisions Act Advisory Council (Lx
ecutive Order 01 01 1994 11) The Council mom
tors implementation of the Health Care Dec ions
Act (Chapter 372,Acts of 1993) That law concerns
advance decisions made about health care by the
person affected or that person's designee Such
decisions may involve a directive or living will and
may concern life sustaining procedures The Council also
reviews and analyzes ethical issues ansing from the Act,
recommends legal reform, and educates health care
providers and the public about the law
The Council's nineteen members are appointed
by the Governor to three year terms
