criminal and civil laws concerned with family violence
Using the model code developed by the National Coun
cil of Juvenile and Family Court Judges as a guide, the
Council will recommend reforms to strengthen the laws,
their enforcement, and programs that support families
and protect victims With the Governor's Office of
Crime Control and Prevention, the Council will develop
long range plans for funds available through the Federal
Violence Against Women Act of 1994

The Governor started the State Fleet Safety Corn
mittee in 1971 to establish a safety program for State
employees who dnve State and pnvate motor vehicles on
official State business The Governor reauthorized the
Committee in 1985 (Executive Order 01 01 1985 21)
Through the Secretary of Budget and Management,
the Committee advises the Governor on the safe opera-
tion and maintenance of the State motor vehicle fleet
Periodically, the Committee recommends changes in
rules and regulations for use of these vehicles It also
develops plans to prevent accidents and improve dnver
performance

In the fall of 1987, the Governor established the
Governor's Committee on Fraud, Waste, and
Abuse For the principal executive departments and
independent agencies, the Committee created an
internal control manual The manual is used as a
self assessment tool for evaluating the operation of
internal audits and to maintain ongoing internal
quality assurance (Executive Order 01 011994 06)

State agencies involved with geographic mtor
mation systems (GIS) began meeting in July 1992
In January 1993, the Maryland State Government
Geographic Information Coordinating Committee
was organized formally by the Governor Partici
pants include users and managers of geographic
information systems from the Department of the
Environment, the Department of Housing and
Community Development, the Department of
Natural Resources, the State Highway Adnumstra
tion of the Department of Transportation, the
Office of Planning, and the State Archives
Through the Committee, State agencies address
issues related to geographic information systems
The Committee seeks to reduce costh duplication
of data collection, transfer and systems implcmen
tation It also supports data set development, ere
ates guidelines for use, exchange, and preservation
of spatial data, and coordinates State efforts with
federal agencies and private organizations
