Representing airport users, the Board of Review
reviews and makes recommendations on actions taken
by the Board of Directors concerning annual budgets,
the issuance of bonds, and capital development.
The nine-member Board of Review is appointed
by the Board of Directors. Four members are rec-
ommended for appointment to six-year terms by
the Speaker of the U.S. House of Representatives
and four by the President Pro Tem of the U.S.
Senate. The ninth member is recommended for a
two-year term alternately by the Speaker and Presi-
dent Pro Tem. Members must be experienced in
aviation matters and in addressing the needs of
airport users; frequent users of metropolitan Wash-
ington airports; and registered to vote outside Vir-
ginia, Maryland, or the District of Columbia.

The Metropolitan Washington Airports Author-
ity Advisory Committee advises the Board of Direc-
tors of the Metropolitan Washington Airports
Authority. The Committee is concerned with air-
craft noise and other environmental issues; ground
access and surface transportation; air service; air-
port users' matters; and the economic impact of the
airports.
The Committee's twenty members serve two-
year terms. Ten members are appointed by the
Governor of Virginia, six by the Mayor of the
District of Columbia, and four by the Governor of
Maryland.

The Metropolitan Washington Council of Gov-
ernments was formed in 1957 as an independent,
non-profit association of officials from eighteen lo-
cal governments surrounding Washington, DC;
members of the Maryland and Virginia legislatures;
and members of Congress. The Council functioned
as a voluntary instrument for inter-local coopera-
tion until its incorporation in 1965 as an intergov-
ernmental agency of its participating county and
municipal governments.
The Council develops regional responses to issues,
such as the environment, economic development,
population growth, housing, health, public safety,
human relations, and family concerns. It also is desig-
nated by the federal government as the regional plan-
ning organization for metropolitan Washington, DC.
Annually, the Board is selected by appointments
made by the participating local governments and by
caucuses of state legislative delegations from the re-
gion. The current board consists of 27 members—four
selected from the District of Columbia; three from
Fairfax County; two each from Montgomery and
Prince George's counties; one from each of the re-
maining local jurisdictions; and one member each
from the Maryland and Virginia General Assemblies.
The Council is supported by financial contribu-
tions from its participating local governments, federal
and state government contracts, and through dona-
tions from foundations and the private sector.
