Origins of the Maryland Energy Administration
trace to 1973 when the Governor by Executive
Order formed the Office of Energy Policy. Two years
later, the Energy and Coastal Zone Administration
was established within the Department of Natural
Resources, first by the Secretary of Natural Re-
sources in 1975, and then by statute in 1976 (Chap-
ter 320, Acts of 1976). The Secretary of Natural
Resources reorganized the Administration in 1979
and renamed it the Energy Administration. In
1982, the Administration was reformed as the En-
ergy Office. The Office became part of the Depart-
ment of Housing and Community Development in
1987 (Chapter 311, Acts of 1987). The Office was
abolished in 1991 and its functions were transferred
to the new Maryland Energy Administration
(Chapter 468, Acts of 1991).
The Maryland Energy Administration imple-
ments the State Energy Conservation Plan, funded
under the National Energy Policy and Conserva-
tion Act. For all energy-related matters coming
under the purview of the Governor, the Administra-
tion is the central coordinating agency. The Admini-
stration also sponsors educational programs for
users of energy in homes, commerce, industry,
transportation, and government. It implements the
federal Institutional Conservation Program, the

federal Energy Extension Service, and certain oil
overcharge projects.
During energy supply emergencies, the Admini-
stration is responsible for fuel allocations and con-
tingency planning. It also advises State agencies on
matters of fuel oil shortage (Code 1957, Art. 41,
secs. 10-701 through 10-705).

The Governor's Subcabinet for Energy Manage-
ment was formed in January 1991 (Executive Order
01.01.1991.04). The Subcabinet develops State
energy policy to make Maryland a national model
for energy management.

In response to the Governor's challenge to the
counties to reduce energy consumption, the Maryland
Counties Energy Council was formed in October
1990. The Council promotes energy conservation
practices in county government in collaboration with
the Maryland Energy Administration, the Maryland
Association of Counties, public utilities, and other
organizations responsible for energy resources. The
energy coordinator for each county and Baltimore
City is a voting member.
