The Maryland Institute for Emergency Medical
Services Systems (MIEMSS), formerly under the
University of Maryland Medical System, was made
an independent agency in 1993 (Chapter 592, Acts
of 1993). The Institute's Charles McC. Mathias, Jr.,
National Study Center for Trauma and Emergency
Medical Systems was reassigned to the University
of Maryland at Baltimore at that time. The R Adams
Cowley Shock Trauma Center, however, continued
under the University of Maryland Medical System.
Located at the University of Maryland at Balti-
more, the Institute coordinates all emergency medi-
cal services in Maryland (Code Education Article,
secs. 13-1D-01 through 13-1D-13).

The Institute is governed by the State Emer-
gency Medical Services Board. Created in 1993, the
Board is to develop and implement an emergency
medical system plan for Maryland. The plan will
define criteria for designating trauma facilities;
guidelines for the delivery of emergency medical
services; improved communications and transpor-
tation systems; public information and education
programs; and a system to evaluate emergency care
in Maryland.
The Board consists of eleven members. Nine are
appointed to four-year terms by the Governor. Two
serve ex officio. The Governor designates the chair-
person.
STATEWIDE EMERGENCY MEDICAL SERVICES
ADVISORY COUNCIL
Established in 1993, the Statewide Emergency
Medical Services Advisory Council advises the State
Emergency Medical Services Board on finances,
policies, guidelines, regulations and procedures
necessary to operate the Statewide Emergency
Medical System. It also helps the Board develop and
implement a comprehensive emergency medical
services plan.
The Council's twenty-five members are ap-
pointed by the State Emergency Medical Services
Board with the approval of the Governor. Annually,
Council members elect a chairperson with the Gov-
ernor's approval (Code Education Article, sec. 13-
1D-11).
