The Maryland Environmental Service (MES)
was created in 1970 (Chapter 240, Acts of 1970).
Formerly under the Department of Natural Re-
sources, the Service was made a public instrumen-
tality of the State in 1993 (Chapter 196, Acts of
1993). The Service contracts with private industry
and State and local governments to manage liquid,
solid and hazardous wastes. The Service also pro-
vides water supply and related facilities to private
industry and local governments.
The Service plans and establishes major recy-
cling facilities, solid waste management plans, and
hazardous waste management programs. It oper-
ates over 100 water and wastewater treatment fa-
cilities, as well as the Mid-Shores Regional Landfill,
the Hawkins Point Hazardous Waste Landfill, and
the Hart-Miller Island Dredged Material Contain-
ment Facility. The Service may issue revenue bonds.
The Maryland Environmental Service is gov-
erned by a nine-member Board of Directors. The
Board consists of a Director, appointed by the
Governor with Senate advice and consent; a Dep-
uty Director, Secretary, and Treasurer, appointed by
the Director with the Governor's approval; three
members representing the public sector, and two
the private sector appointed by the Governor. Non-
officer members serve four-year terms (Code Natu-
ral Resources Article, secs. 3-101 through 3-132).

The State Ethics Commission was established in
1979 (Chapter 5l3, Acts of 1979). The Commission
replaced the Maryland Public Disclosure Advisory
Board and the State Board of Ethics. The Commission
guards against improper influence on public officials
or the appearance of conflict of interest. The Commis-
sion's authority encompasses conflicts of interest, fi-
nancial disclosure, and lobbying disclosure.
With the Joint Committee on Legislative Ethics
and the Commission on Judicial Disabilities, the
Commission administers and implements the Mary-
land Public Ethics Law. That law requires disclosure
of the financial affairs of public officials and sets
minimum standards for the conduct of State and
local government. At the request of persons subject
to the Maryland Public Ethics Law and to Commis-
sion jurisdiction, the State Ethics Commission ren-
ders advisory opinions concerning the application
of that law.
The Commission investigates alleged violations of
the public ethics law. On its own initiative, the Com-
mission may issue and investigate complaints. The
Commission receives and reviews financial disclosure
statements and lobbyist registration and activity re-
ports. It approves county and city laws where these
are enacted as required by State law. The Prince
George's County program relating to zoning and
ethics also provides for Commission oversight. The
