Under the Deputy Secretary are five administra-
tions: Policy and Health Statistics; Medical Care
Finance and Compliance; Program Systems and
Operations; Medical Care Policy; and Licensing
and Certification. The Health Professionals Boards
and Commissions Program, the State Anatomy
Board, the State Board of Nursing, and the State
Board of Physician Quality Assurance also are over-
seen by the Deputy Secretary.

The Policy and Health Statistics Administration
originated in 1984 as the Office of Policy Analysis
and Program Evaluation. In 1987, it was reorgan-
ized as the Policy Analysis Administration and, in
1988, as the Policy and Health Statistics Admini-
stration. The Administration develops and imple-
ments priority projects. The Administration devises
initiatives and conducts technical analyses needed
to address departmental, gubernatorial or legisla-
tive concerns. It analyzes evaluations and statistics
for policy decisions. The Administration works
through three divisions: Health Systems Analysis;
Project Planning and Coordination; and Primary
Care and Rural Health.

The Division of Health Systems Analysis ana-
lyzes statistics on issues that pertain to health care
financing and regulation and creates and maintains
data bases on these matters. The Division both
develops health services research and, from its find-
ings, recommends policy options for the Depart-
ment. The Division also provides reporting system
support for other Department agencies.

The Division of Project Planning and Coordina-
tion develops and implements special projects; ana-
lyzes the economic effects of proposed changes in
health care benefits and financing; and writes posi-
tion statements for State and federal legislation.

Within the Policy and Health Statistics Administra-
tion, the Division of Primary Care and Rural Health
was formed in 1993. The Division builds and main-
tains health care systems in medically underserved
areas of Maryland. For these areas, the Division re-
cruits health care providers, develops health centers,
and conducts needs assessments.
MEDICAL CARE FINANCE &

The Medical Care Finance and Compliance Ad-
ministration began in 1975 as the Medical Care Com-
pliance Administration. In November 1993, the
Administration merged with the Office of Administra-
tion and Finance to form the Medical Care Finance
and Compliance Administration. By developing and
implementing procedures to monitor and control the
delivery of health care services, the Administration
assures that benefits of the Medical Assistance Pro-
gram (Medicaid) are used effectively. The Administra-
tion designs computer applications to detect aberrant
practices; administers systems to require preauthori-
zarion for certain services; and investigates and refers
fraud for prosecution. By recovering reimbursements
from all liable third parties, the Administration also
ensures that Medicaid is the payor of last resort.
The Administration is organized into five divi-
sions: Acute Care Services; Long-Term Care; Medi-
cal Assistance Recoveries; Utilization and
Eligibility Review; and Adjunct Services.

Established in 1987, the Division of Acute Care
Services reviews and monitors the use of acute care
services provided by general and special hospitals,
physicians, and clinics reimbursed by the Medical
Assistance Program.
