The Regional Director for the Eastern Shore
Region oversees administration of community-
based services and two mental hygiene facilities:
Eastern Shore Hospital Center, and Upper Shore
Community Mental Health Center.

Eastern Shore Hospital Center was established
in 1912 as Eastern Shore State Hospital (Chapter
187, Acts of 1912). The Hospital admitted its first
patients in 1915.
The Center cares for mentally ill patients who
are residents of the Eastern Shore. The facility is
funded for a daily average of 170 patients (Code
Health—General Article, sec. 10-406).

The Upper Shore Community Mental Health
Center, which opened in 1982, is a multipurpose
mental health hospital. The Center serves a daily
average of 55 patients and provides psychiatric
services for eligible persons, 16 years of age and
older, from Caroline, Cecil, Kent, Queen Anne's
and Talbot counties. The Center also provides a
15-bed juvenile detention center and a 20-bed in-
termediate care unit for alcoholics over the age of
18 (Code Health—General Article, sec. 10-406).

The office of Deputy Secretary for Health Care
Policy, Finance, and Regulation began in 1975 as
the Office of Regulatory Services. By 1981, respon-
sibilities of the Office were assigned to the Assistant
Secretary for Health Regulation and Policy Analysis
and, by 1985, to the Assistant Secretary for Health
Regulation. In 1987, the position of Deputy Secre-
tary for Policy, Financing, and Regulation was cre-
ated and, in 1988, it became the Deputy Secretary
for Health Care Policy, Finance, and Regulation.
The Deputy Secretary oversees the principal
health regulatory functions of the Department and
provides leadership and guidance for the Depart-
ment's financing, regulatory and licensing pro-
grams. This entails oversight of regulatory
functions of the State Health Services Cost Review
Commission, the State Health Resources Planning
Commission, and the Maryland Health Care Access
and Cost Commission; compliance with regula-
tions and standards of the Medical Care Compli-
ance Administration and the Licensing and
Certification Administration; payments for services
through the Medical Care Operations Administra-
tion; and financing and policy of the Medical Care
Policy Administration.
With the assistance of the Policy and Health
Statistics Administration, the Deputy Secretary de-
velops recommendations for the Secretary of
Health and Mental Hygiene to modify and shape
the role of the Department. The Deputy Secretary
helps define health problems, evaluates Depart-
ment programs, and develops data on federal and
other external trends so as to advise the Secretary
on program emphasis and Department direction.
The Deputy Secretary plans, directs, and evalu-
ates the Medical Assistance Program (Medicaid).
The Medical Assistance Program provides access to
health care for categorically and medically needy
residents throughout Maryland. Health care in-
cludes hospital inpatient and outpatient services,
laboratory and X-ray services, nursing facility serv-
ices, physician services, and home health care. Ad-
ditional health care is available as indicated in the
Medical Assistance State Plan. The Program is im-
plemented by the Medical Care Compliance Ad-
ministration, the Medical Care Operations
Administration, and the Medical Care Policy Ad-
ministration.
Health care expenses of the Medical Assistance
Program are federally matched on a 50/50 basis for
approximately 90 percent of the recipients. For the
