Secretary of Health and Mental Hygiene, appoints
the seven members of the Board to four-year terms.

SOUTHERN MARYLAND REGION

The Regional Director for the Southern Maryland
Region oversees administration of community-based
services and two mental hygiene facilities: Crownsville
Hospital Center, and the Regional Institute for Chil-
dren and Adolescents—Southern Maryland.

CROWNSVILLE HOSPITAL CENTER

In 1910, Crownsville Hospital Center was es-
tablished as the Hospital for the Negro Insane of
Maryland (Chapter 250, Acts of 1910). The Hos-
pital opened to patients in 1911 and was renamed
Crownsville State Hospital in 1912 (Chapter 187,
Acts of 1912). The Hospital was desegregated in
1949 (Chapter 685, Acts of 1949).
The Center admits mentally ill patients from
Anne Arundel, Calvert, Charles, and St. Mary's
counties as well as some from Baltimore City and
Prince George's County. The facility is funded for a
daily average of 253 patients (Code Health—Gen-
eral Article, sec. 10-406).

Appointed by the Governor upon recommenda-
tion of the Secretary of Health and Mental Hygiene,
the Board's eleven members serve four-year terms.
Six members must be Anne Arundel County resi-
dents. Calvert, Charles, Prince George's and St.
Mary's counties, and Baltimore City are each repre-
sented by one of their residents (Code Health—
General Article, sec. 10-411).

REGIONAL INSTITUTE FOR CHILDREN
& ADOLESCENTS--SOUTHERN MARYLAND

The Regional Institute opened as Cheltenham
Center in 1976. Then, it was funded by a State
grant from the Department of Health and Mental
Hygiene through the Prince George's County
Health Department. In 1982, the Center became a
State institution renamed the Regional Institute for
Children and Adolescents—Prince George's

Maryland Manual 1994-1995

County (Chapter 891, Acts of 1982). Since 1989,
it has been known as the Regional Institute for
Children and Adolescents—Southern Maryland.
The Institute serves severely emotionally disturbed
boys and girls, ages 12 to 18 years old, from Calvert,
Charles, Prince George's and St. Mary's counties.
Most young people at the Institute reside there.
Their average length of stay is eight months. Some
day students receive therapy and schooling at the
Institute but live at home. The Institute is funded
to serve a daily average of 28 youth, including
students referred by the court for evaluation and
young people who receive day treatment.

Appointed by the Governor upon recommenda-
tion of the Secretary of Health and Mental Hygiene,
the Board has eleven members who serve four-year
terms. Members include two residents each of Cal-
vert, Charles and St. Mary's counties, and five resi-
dents of Prince George's County. One member from
each county must be a parent or relative of a resident
or former resident of the Institute (Code Health—
General Article, sec. 10-411).

services and the Thomas B. Finan Hospital Center.

THOMAS B. FINAN HOSPITAL CENTER

Opened in October 1978, the Thomas B. Finan
Hospital Center provides services to individuals of all
ages with mental disabilities. The Center also cares for
substance abusers and mentally retarded persons.
Serving Allegany, Garrett and Washington counties,
the Center is funded through the Developmental
Disabilities Administration and the Alcohol and Drug
Abuse Administration for 113 mental health beds
(Code Health—General Article, sec. 10-406).
