The Baltimore Regional Council of Governments
received its present name in 1989 (Chapter 736, Acts
of 1989). Formerly it was the Regional Planning
Council, created in 1963 as the successor to the
Baltimore Regional Planning Council (Chapter 753,
Acts of 1963). The prior agency had functioned as part
of the State Planning Department since 1956. In
1983, the Regional Planning Council was removed
from the Department of State Planning by Executive
Order. It was made an independent agency in 1984
(Chapter 373, Acts of 1984).
The Baltimore Regional Council of Govern-
ments provides an opportunity for local govern-
ments to work together and with the State on
regional problems and planning. The Council uses
an extensive committee structure to study issues
and prepare recommendations.
Council jurisdiction encompasses an area of
2,259 square miles. Known as the Baltimore
metropolitan area, it covers all of Baltimore City
and Anne Arundel, Baltimore, Carroll, Harfordand
Howard counties. The area's population totaled
2,348,200 in 1990.
Every five years, the Council is required by law to
reexamine, revise if necessary readopt, and republish
the General Development Plan for the region (next
revision scheduled for 1992). Transportation, hous-
ing, recreation, water/sewer, solid waste, energy and
environmental planning are all facets of the Council's
program. The work of the Council also encompasses
sodo-economic analysis and evaluation of regional
problems and opportunities, including housing,
regional economy and coordination of statistical data
resources. The Council also provides planning and
technical services for State and local governments and
serves as a regional information center for the com-
munity at large.
The Council publishes reports on transporta-
tion, demographics, housing characteristics,
economic forecasts, and similar matters. Copies of
these and the 1986 General Development Plan are
available at nominal cost from the Council's library.

The Council has twenty-three voting members.
They include three representatives from each of six
jurisdictions, as well as five members appointed by
the Governor. Representatives from each jurisdic-
tion include the mayor of the City of Baltimore; the
county executives of Baltimore, Anne Arundel,
Harfbrd, and Howard counties; the president of the
Baltimore City Council; the chairpersons of the
County Council in Baltimore, Anne Arundel, Har-
ford, and Howard counties; the president and a
member of the Board of County Commissioners
from Carroll County; and a member of the planning
commissions or advisory boards of each jurisdic-
tion. Members appointed by the Governor include
a member of the State Senate, a member of the
House of Delegates, an elected municipal official,
and two members-at-large. The Governor may
designate alternates for the legislative members,
and the elected officials representing the six jurisdic-
tions may each designate an alternate.
The Council's ex officio, nonvoting members
include the mayor of the City of Annapolis; the
Secretaries of Economic and Employment
Development, the Environment, Health and Men-
tal Hygiene, Housing and Community Develop-
ment, Human Resources, Natural Resources, and
Transportation; and the Director of Planning
(Codel957.Art.78D).

The Maryland Lower Eastern Shore Tourism
Center Advisory Committee was created in 1984
(Chapter 716, Acts of 1984). The Committee ad-
vises the Department of Economic and Employ-
ment Development on the development and
operations of the Maryland Lower Eastern Shore
Tourism Center. Located on U.S. 13 North, the
