In March 1990, the Governor's Task Force on
SPECTRUM - Housing for Economic Growth was
established by the Governor. The Task Force was to
examine relationships between housing costs, labor
force availability, transportation and economic
growth. After defining areas of the State where
insufficient affordable housing affects economic
growth, the Task Force was to identify barriers to
affordable housing production and propose
remedies for the affected areas.
The Task Force submitted its final report to the
Governor in December 1990.

Concern over the noncompetitiveness of Scare
Police salaries prompted the Governor to appoint
the Task Force to Study Maryland State Police
Salaries in August 1990 to recommend ways for the
State to recruit and retain qualified State police. The
Task Force reviewed police salaries and benefits at
State, regional and local levels and considered the
State's need for a subsistence allowance and
whether overtime pay was sufficient. The Task Force
studied the feasibility of using special fund monies
for salary enhancements or of requiring reimburse-
ment to the State when officers trained by the State
are hired away before completing five years of ser-
vice.
The Task Force submitted its final report and
recommendations to the Governor on January 7,
1991.

The Committee reviewed the striped bass
management plans prepared by the Atlantic States
Marine Fisheries Commission and the Department
of Natural Resources. Recommendations on the
management plans were made to the Department
of Natural Resources when the Committee com-
pleted its work in March 1990.

After determining that there was no longer a
threat to Maryland, the Committee, in April 1987,
concluded its work of monitoring the cleanup ac-
tivities for the 1979 nuclear accident at Three-Mile
Island nuclear power plant. The Committee did not
submit a final report.
