OFFICE OF THE SECRETARY

The Secretary of Juvenile Services is the head of the
Department. Appointed by the Governor with Senate
advice and consent, the Secretary serves at the pleasure
of the Governor.
Within the Office of the Secretary is the Govern-
ment Relations Unit; the Communications Office; the
Assistant Attorney General's Office; and the Planning,
Research, and Information Systems Office.

The State Advisory Board for Juvenile Services
was created in 1966 as the State Advisory Board of
Juvenile Services (Chapter 126, Acts of 1966) In
1987, the Board received its present name (Chapter
290, Acts of 1987). The Board recommends to the
Secretary of Juvenile Services policies and programs
to improve State juvenile services. The Board helps
plan development and use of resources and helps to
inform the public of the work of the Department.
The Board consists of eighteen members. Ap-
pointed by the Governor, they include repre-
sentatives of the Department of Juvenile Services,
the Stare Department of Education, the Depart-
ment of Health and Mental Hygiene, the Social
Services Administration, the Maryland State Police,
the General Assembly, the Judiciary, and a child
welfare agency. Seven members represent the
public. Of these, three must be between the ages of
sixteen and twenty-five and at least one must have
been under the jurisdiction of the Department of
Juvenile Services. Members serve three-year terms.
The Governor designates the chairperson (Code
1957, Art. 83C, sees. 2-106 through 2-110).

ADMINISTRATIVE SERVICES
DIVISION

The Administrative Services Division originated
as the Budget and Management Division in 1987.
The Division received its present name in 1990. The
Division is responsible for finance, fiscal services,
personnel, fair practices, operations, building and
property management, and staff training.

COMMUNITY SERVICES DIVISION

The Community Services Division was created in
1987. Since the major reform of the State's juvenile
services system began in 1988, the Division has been
responsible for implementing the shift from an emphasis
on custodial confinement of juvenile offenders to com-
munity-based treatment. The Division plans, develops,
directs, and coordinates community-based program-
ming within the Department. Community-based
programming covers privately owned and operated
programs, as well as privately operated programs within
Stare facilities, including two 40-bed specialized treat-
ment programs located on Stare property
The range of community programs provides a
continuum of services, including prevention and
diversion programs, counseling, enhanced in-home
supervision, day programs, foster care, group home
care, specialized treatment programs, noncom-
munity residential programs, and institutional care.
The Division oversees the procurement from
private providers of services for youth and their
families, and licenses and monitors vendor-
operated programs. The Division also is responsible
for foster care recruitment and certification.
In addition, the Division monitors two youth
detention facilities that are owned by the State but
operated by private contractors. These facilities are
the O'Earrell Center in Can-oil County and the
Doncaster Facility in Charles County.
