The Task Force on Student Loan Defaults was
established by the State Board for Higher Educa-
tion in December 1987. The Task Force was formed
because of concern in the higher education commu-
nity about the level of defaults in the Guaranteed
Student Loan Program. The Task Force charge was
to identify the issues relevant to the default problem
and to devise a comprehensive plan for lowering
default rates at Maryland colleges and universities.
The Task Force was composed of nineteen mem-
bers. They represented postsecondary education;

the banking community; the legislature; Maryland
Higher Education Loan Corporation; State De-
partment of Education; and State Board for Higher
Education.
In May 1988, the Task Force submitted its report
to the State Board for Higher Education.

ACCIDENT FUND
Established by Chapter 584, Acts of 1987, the Task
Force was directed to report by December 1,1987.
UTILITY CONSUMER ADVISORY PANEL
Formerly under the Public Service Commission, the
Panel was abolished in 1988 (Chapter 147, Acts of
1988).
