interim report. Its final report was submitted to the
Governor and General Assembly in January 1988.

The Commission submitted a preliminary report
on August 3, 1987. Its final report of August 27,
1987, highlighted agriculture as Maryland's num-
ber one industry and recommended sixty specific
actions to revitalize and restructure agricultural ed-
ucation.

The Governor's Transition Team for Higher Ed-
ucation was formed by the Governor in June 1988
(Executive Order 01.01.1988.08). The Team iden-
tified and recruited prospective members to serve
on the Maryland Higher Education Commission
and the Board of Regents of the University of
Maryland System. During the transition from the
old to the new governing system for higher educa-
tion, the Team also served as an advisory body It
concluded its work June 30,1988.

In August 1987, the Governor created the Task
Force to Study Revision of Inheritance and Estate
Tax Laws at the request of the General Assembly
(Joint Resolution no. 15, Acts of 1987). The Task
Force evaluated and suggested revisions to State
laws on inheritance and estate tax. In December
1987, the Task Force submitted its report.
