The Governor's Work Group on Acid Deposi-
tion was formed by the Governor in November
1988. The Work Group reviewed existing informa-
tion on acid deposition and the adequacy of current
efforts to reduce its adverse impact on natural re-
sources and the water quality of Chesapeake Bay
The Work Group made recommendations on
whether or not Maryland should develop an acid
deposition control program (independent of any
federally mandated requirements), and, if so, what
form of program. Any actions the State should take
to complement a federal control program also were
considered by the Work Group.
In January 1989, the Work Group concluded its
assignment.

The Governor created the Task Force on Admin-
istrative Hearing Officers in December 1987. Cur-
rently, an administrative hearing officer is employed
by a State agency and conducts hearings when a
person or business appeals a decision of that agency

The Task Force investigated the present system of
administrative hearing officers and determined that
a centralized State system is needed so that hearing
officers work independently of agencies for which
they conduct hearings. The Task Force submitted
an interim report to the Governor on January 29,
1988, and its final report on June 28,1988.

General Assembly in July 1987.
