The Division of Employment and Training
originated in 1983 as the Department of Employ-
ment and Training (Chapter 64, Acts of 1983). In
1987, the Department of Employment and Train-
ing was abolished and its functions were assigned
to the Division of Employment and Training within
the Department of Economic and Employment
Development (Chapter 311, Acts of 1987).
The Division coordinates the State's public and
private resources for employment and job training
(Code 1957, Art. 83A, secs. 3-101 through 3-408).

The State Advisory Council, also known as the
Unemployment Insurance Advisory Council, helps
the Secretary of Economic and Employment Devel-
opment formulate policies and resolve problems
concerning administration of the Unemployment
Insurance Law. The Secretary of Economic and
Employment Development appoints the Council,
which consists of an equal number of employer and
employee representatives and as many public mem-
bers as needed (Code 1957, Art. 95A, sec. 12).

The Board of Appeals, also known as the Unem-
ployment Insurance Board of Appeals, hears ap-
peals on claims for unemployment insurance
benefits. It also hears appeals that arise under the
tax provisions of the Unemployment Insurance
Law and other matters that require appellate adju-

dication, such as appeals associated with the Mi-
grant and Seasonal Farm Worker Program.
Under the Board's jurisdiction is the Appeals
Division. The Division conducts hearings on all
claimants' or employers' appeals from unemploy-
ment insurance claims determinations in the
Department's local offices. Claimants may appeal
determinations disqualifying them for benefits, and
employers may appeal determinations allowing
benefits. An appeals referee hears all such appeals.
Any aggrieved patty may appeal to the Board. Final
appellate recourse is to the courts of Maryland.
The Board's three members are appointed for
six-year terms by the Secretary of Economic and
Employment Development with the approval of
the Governor (Code 1957, Art. 95A, secs. 7,11).

The Office of Employment Training, formerly
the Job Training and Placement Division, conducts
programs authorized by the federal Job Training
Partnership Act. Under the federal Act, the State
administers employment and training programs op-
erated within Maryland for economically disadvan-
taged adults and youth, and dislocated workers.
Programs encompass vocational training, counsel-
ing, and on-the-job training, as well as summer
programs for youth. They also include those oper-
ated by local service delivery areas/private industry
councils (SDA/PIC).
In accordance with federal law, the Governor
designated ten local service delivery areas, which
consist of a county or group of counties. Each area
has a private industry council that decides what
particular employment and training services are
needed in its area. Appointed by local government,
the private industry councils consist of representa-
tives of community colleges, local government, pri-
vate industry, and State agencies.

The Maryland Industrial Training Program
(MITP) seeks to enhance training programs for new
and expanding industries locating in Maryland. Es-
tablishing a new industry in the State or expanding
one requires a trained workforce. MITP provides a
program tailored to help recruit, select, and train
personnel according to company needs and specifi-
cations. The Program may be used to encourage
plant location in the State and to retain existing
industries.
