training, and employment development program
designs; and industry/education partnerships for
occupational training in high technology.
At least every two years, the Council reviews
the vocational-technical education programs that
receive aid from the federal Perkins Vocational
Education Act and the Job Training Partnership
Act and makes recommendations to the State
Board of Education on their coordination. The
Council also is required biennially to report find-
ings and recommendations from its evaluation to
the Governor, the State Board of Education, the
Governor's Employment and Training Council,
the U.S. Secretary of Education, and the U.S. Sec-
retary of Labor.
Appointed by the Governor, the Council con-
sists of thirteen members who serve three-year
terms (Code Education Article, sees. 21-101
through 21-106).

Created in 1986, the Office on Volunteerism en-
courages volunteer work throughout the State by
individuals, businesses, and non-profit organiza-
tions (Chapter 13, Acts of 1986). The Office pro-
motes the use of volunteers in State and local gov-
ernment. For volunteers and projects in State, the
Office develops and implements model programs
for statewide clearinghouses, skill banks, or infor-
mation centers.
The Office maintains liaison with national and
state volunteerism groups. It also studies and rec-
ommends improvements in volunteer recruitment
and training, volunteer retention, and accountabil-
ity of volunteer programs. The Office is headed by
a Director, appointed by the Governor.
The Office administers the Maryland Service
Corps Program and the Maryland Executive Fel-
lows Program (Code State Government Article,
sees. 9-1301 through 9-1310).

The Governor's Volunteer Council was created
in 1983 by Executive Order. In 1986, it was estab-
lished by statute within the Office on Volunteer-
ism (Chapter 13, Acts of 1986). The Council
serves as an advisory board to the Office on
Volunteerism.
The Council consists of twenty-seven members
appointed by the Governor. Six serve ex officio.
Twenty-one are appointed to serve four-year
terms.

In June 1984, the Governor created this com-
mission to administer the Maryland Executive
Fellows Program (Executive Order
01.01.1984.05). In 1986, the Program and Com-
mission became part of the Office on Volunteerism
(Chapter 13, Acts of 1986).
The Maryland Executive Fellows Program rep-
resents a new partnership between State govern-
ment and the private sector. It affords the oppor-
tunity for a select group of professionals from
Maryland business and industrial firms, colleges
and universities, the professions, and the arts to
work at the highest levels of State government.
