creative perspective brought to the affairs of State
by these people.

The Commission devises programs and proceed-
ings to recruit, select, and assign Executive Fel-
lows, and establishes salary guidelines for them. It
appoints a selection panel to recommend candi-
dates from whom the Commission chooses Fel-
lows. Fellows begin their one-year assignments
annually on July 1.

Appointed by the Governor, the Commission
consists of five members from the Maryland busi-
ness community, three from departments of State
government, and one from Maryland colleges and
universities. The Governor designates the
chairperson (Code State Government Article, sec.
9-1306).

The Maryland Service Corps was created in
1972 within the Department of Employment and
Social Services (Chapter 354, Acts of 1972). The
Corps became part of the Department of Human
Resources in 1975 (Chapter 382, Acts of 1975). In
1986, the Corps was transferred to the Office on
Volunteerism (Chapter 13, Acts of 1986).

The Corps promotes and supports a statewide
program of voluntarism and citizen participation
that strengthens the capability of public and pri-
vate non-profit agencies to provide certain
services.

The Corps facilitates volunteer recruitment and
training and, through agreements with host agen-
cies, places volunteers directly with county de-
partments of social services, health departments,
commissions on aging, community action pro-
grams, and a variety of other programs. The
Corps also provides technical assistance to agen-
cies in order to enhance the quality and effective-
ness of voluntarism and citizen participation in
Maryland. This assistance includes the develop-
ment and presentation of workshops and confer-
ences, as well as the development and distribution
of resource material relating to special issues and
interests in the field of voluntarism.

Established in 1782, Washington College is a
coeducational liberal arts and sciences college
(Chapter 8, Acts of April Session 1782). The Col-
lege is governed by a board named The Visitors
and Governors of Washington College in the State
of Maryland. The board consists of thirty-seven
members. The Governor appoints twelve mem-
bers. Alumni of the College elect twelve addition-
al members, and the Board of Visitors and
Governors itself selects another twelve. The final
member is the College President, who is elected
by the Board. Members serve six-year terms
(Chapter 594, Acts of 1986).
