The Washington Cemetery Board of Trustees
oversees the maintenance of Washington Ceme-
tery, Hagerstown, where the Confederate dead of
the battles of Antietam and South Mountain are
buried. At the Cemetery, there are 2,468 bodies
interred. Of this number, 346 have been identified.

The Board of Trustees was chartered in 1870
(Chapter 213, Acts of 1870). Originally the Board
was composed of five members: three from Mary-
land, one a representative from the State of Vir-
ginia, and one a representative from West Virgin-
ia. Virginia and West Virginia initially
contributed to the cost for funding and maintain-
ing the Cemetery and so were given a place on the
Board. In the last several years, however, neither
Virginia nor West Virginia has appointed a repre-
sentative. As of now, there are only three active
members, all from Maryland. They are appointed
by the Governor to serve three-year terms.

The Maryland Veterans Home Commission was
created in 1975 to provide a home for veterans in
the State of Maryland (Chapter 575, Acts of
1975). The Maryland veterans home is located at
Charlotte Hall in St. Mary's County. It is known
as the Charlotte Hall Veterans Home. The Home
opened in January 1985 with a domiciliary/resi-
dential care wing. In March 1986, the comprehen-
sive nursing care wing of the building opened.

The Commission maintains the Charlotte Hall
Veterans Home, makes rules for its government

and management, and may appoint a comman-
dant for the Home. Applications for residency in
the Home may be secured from the Commission
or Charlotte Hall Veterans Home.

The Commission consists of fifteen members.
Four serve ex officio and eleven are appointed to
four-year terms by the Governor with the advice
and consent of the Senate (Code State Govern-
ment Article, sees. 9-917 through 9-930).

Originally formed in 1971, the Maryland State
Advisory Council on Vocational-Technical Edu-
cation was reconstituted as the State Council on
Vocational-Technical Education in 1985 (Chapter
4, Acts of 1985). The Council is an independent
State agency. It reports to the Governor, the busi-
ness community, and the general public on State
policies to strengthen vocational education and
encourage private sector initiatives in modernizing
programs. The Council also advises the State
Board of Education with which it works on devel-
oping State Plans for vocational-technical educa-
tion. Prior to submission to the U.S. Secretary of
Education, these State Plans and their amend-
ments are reviewed and commented upon, for the
record, by the Council.

The Council studies reports and makes recom-
mendations to the State Board of Education on
equal access to quality vocational-education pro-
grams, the availability of vocational-technical ac-
tivities and services in Maryland, and the forma-
tion of technical committees. Similarly, it
evaluates programs that emphasize the use of
businesses and labor organizations; procedures
that encourage public local provision of vocation-
al-technical education; and policies that strength-
en these programs, particularly for the handi-
capped.

The Council also evaluates the distribution of
all vocational education funds in Maryland; distri-
bution of financial assistance between secondary
