in Medicine (University of Maryland), scholar-
ships at the Professional Schools, the Physician
Assistant and Nurse Practitioner Program, Post-
secondary Proprietary School Grants, Graduate
Nursing Scholarships, the Distinguished Scholar
Program, and Tuition Assistance Education of
persons to teach in an area of critical shortage or
Teacher Education Grants. The Board is empow-
ered to implement these programs by appropriate
rules and regulations, provide for and conduct ex-
aminations of applicants, determine financial
need, and select scholarship recipients (except in
the Senatorial Scholarship Program).
The Board consists of ten members appointed
by the Governor. Nine members serve six-year
terms and a student non-voting member serves for
one year. The Board includes the presidents (or
their nominees) of one State college or university,
one private college or university, and one commu-
nity college; a college financial aid officer; one rep-
resentative of a public high school; one represent-
ative of a postsecondary proprietary school; and
four citizens chosen for their interest in higher ed-
ucation. The Governor designates the chairperson
(Code Education Article, sees. 18-201 through
18-205).

The Interagency Committee on School Con-
struction was established in 1971 (Code Education
Article, sec. 5-301). The responsibility for State
supervision of public school construction activities
is assigned to this tri-agency committee, with the
State Superintendent of Schools serving as
chairperson.

By December 7, each school system in the State
annually submits to the Interagency Committee
its capital improvement program for the following
fiscal year, plus an updated continuing five-year
plan. In consultation with local school board staff,
the Committee either approves, defers, or modifies
a school system's proposal. The Committee sub-
mits a consolidated statewide capital improvement
program with recommendations to the Board of
Public Works, which acts at a special public meet-
ing each January. The bond authorization or loan
for approved allocations is made by the General
Assembly.
Appropriations for the expense of administra-
tive operations are included in the annual budgets
of the Board of Public Works, the State Depart-
ment of Education, the Department of State Plan-
ning, and the Department of General Services.
Each of the three participating Departments
furnishes staff to the Committee. The Executive
Director is appointed by and works under the di-
rection of the Committee. The Executive Director
and the business operations staff are employees of
the Board of Public Works.

The Maryland Stadium Authority was created
in 1986 (Chapter 283, Acts of 1986). The Author-
ity is to select a site for a new sports stadium in
the Baltimore metropolitan area, and to acquire
or construct and operate this facility. The stadium
is to be used for professional football and baseball.
Subject to approval by the Board of Public
Works, the Authority may hold an ownership in-
terest in and operate a professional football or ma-
jor league professional baseball team or team fran-
chise, on a temporary basis, during a transition of
the team or team franchise to private ownership.
