The Rental Housing Resource Corporation was
established in 1985 as a nongovernmental entity
to stimulate the construction and rehabilitation of
low-income rental housing in the State (Chapter
732, Acts of 1985). The Corporation operates a
special fund that consists of interest money earned
on trust accounts held by real estate licensees or
on escrow accounts held by vendors or builders of
new houses, and grants, donations, and federal
funds. The Corporation is exempt from State and
local taxes.
The Corporation is governed by a board of di-
rectors whose members are appointed by the Gov-
ernor to three-year terms. The eleven voting mem-
bers of the board consist of licensees,
representatives of non-profit and low-income
housing organizations, and the general public.
The Secretary of Housing and Community Devel-
opment (or designee) serves ex officio as a non-
voting member (Code Financial Institutions Arti-
cle, sees. 13-601 through 13-614).

St. Mary's College of Maryland was originally
chartered as St. Mary's Seminary in 1839 (Chap-
ter 190, Acts of 1839). In 1845 it was incorporat-
ed as St. Mary's Female Seminary (Chapter 257,
Acts of 1845). The College received its present
name in 1964 (Chapter 59, Acts of 1964).
An accredited junior college for many years, St.
Mary's became a four-year college of liberal arts
and sciences in 1967. It is the only four-year insti-
tution in the State college system devoted exclu-
sively to the liberal arts. Fall 1986 enrollment at
St. Mary's was 1,396 (F.T.E. 1,354), consisting of
1,192 full-time and 204 part-time students.
The College is governed by a board of fifteen
trustees appointed to six-year terms by the Gover-
nor.

Created in 1961, the State Scholarship Board
administers various scholarship programs (Chap-
ter 412, Acts of 1961). These include the General
State Scholarships, Senatorial Scholarships, House
of Delegates Scholarships, Reimbursement of
Firemen, Grants for War Orphans and Children
of Missing-in-Action (MIA) and Prisoner-of-War
(POW) servicemen, and Scholarships for Orphans
of Firemen and Policemen. They also include
Scholarships for Vietnam Veterans, Scholarships
