The Authority is a public corporation of Mary-
land and may issue tax-exempt bonds for financ-
ing its operations. Proceeds from the sale of Au-
thority bonds and revenues collected or received
from any other source, including a tax on gate re-
ceipts at the facility, are deposited in the Mary-
land Stadium Authority Financing Fund. The
Fund is a revolving fund for carrying out the pur-
poses of the Authority.
The Authority consists of five members ap-
pointed to four-year terms by the Governor with
the advice and consent of the Senate. The Gover-
nor designates the chairperson. With the approval
of the Governor, the Authority appoints the exec-
utive director, who serves at its pleasure.
Authorization for the Authority continues until
June 30, 1989, at which time it will expire unless
the Authority has entered into a long-term lease
with the Baltimore Orioles or a professional foot-
ball franchise (Code Financial Institutions Article,
sees. 13-701 through 13-722).

The Council on the State Capital was estab-
lished in 1975 (Chapter 850, Acts of 1975). With
a view toward the enhancement and preservation
of the Annapolis area, the Council advises the
Board of Public Works on the impact of State
programs on the City of Annapolis and its imme-
diate environs. The Council, with the approval of
the Board of Public Works, acts in matters involv-
ing the acquisition, management, and disposition
of any real property where the purpose of the
State's involvement is to enhance or protect the
character of the Annapolis area. The Council also
manages and maintains the Paca House and Gar-
dens in Annapolis.
The Council consists of three ex officio mem-
bers. The chairperson is designated by the Board
of Public Works (Code State Government Article,
sees. 9-701 through 9-709).

The Maryland State Employees Surety Bond
Committee was created in 1967 (Chapter 702,
Acts of 1967). The Committee sets the type and
the amount of the bonds of all State officers and
employees who are required to be bonded. The
Comptroller of the Treasury is responsible for
keeping records of bonded State officers and em-
ployees.
The Committee consists of three ex officio mem-
bers or their designees (Code 1957, Art. 78A,
sees. 46-50).

The State House Trust was created in 1969
(Chapter 199, Acts of 1969). The Trust supervises
the use of, exhibits in, and all improvements, al-
terations, additions, landscaping, and repairs to
the State House and to the buildings and grounds
within the area known as State Circle in Annapo-
lis.
The Trust consists of four ex officio members
(or their designees) who serve as trustees. Mem-
bers of the Trust may appoint from one to three
non-voting associate members who are qualified
