The Maryland Legal Services Corporation was
established in 1982 (Chapter 829, Acts of 1982).
The Corporation receives and distributes funds to
grantees that provide legal assistance to eligible
clients in noncriminal proceedings or matters. The
Corporation ensures that grants and contracts are
made so as to provide the most stable, economi-
cal, and effective delivery of legal assistance. It al-
so ensures that eligible clients in all areas of the
State have access to the Corporation's services.

The Corporation establishes maximum income
levels for client eligibility. These are based on a
client's financial inability to pay for competent
private counsel and other necessary expenses of
representation. The maximum income levels for
eligibility set by the Corporation may not exceed
50 percent of the median family income for the
State of Maryland, as certified annually by the
U.S. Department of Health and Human Services.

The Corporation is governed by a Board of Di-
rectors. The Board consists of five lawyer and
four non-lawyer members appointed by the Gov-
ernor with the advice and consent of the Senate.
Board members serve three-year terms. The Board
appoints the Executive Director who serves ex of-
ficio as a nonvoting member of the Board (Code
1957, Art. 10, sees. 45A through 45-0).

The Corporation publishes an annual report and
a brochure which describe its services. These are
available upon request.

The Governor appoints members of the Council
pursuant to the federal Legal Services Corpora-
tion Act of 1974 (P.L. 93-355) as amended. Mem-
bers serve one-year terms.

The Council notifies the federal Legal Services
Corporation of any apparent violation of the fed-
eral Act reported to it. The Council also performs
such other duties and responsibilities as the feder-
al Legal Services Corporation may deem appro-
priate.

Located at Towson State University, the Lida
Lee Tall Learning Resources Center provides a
laboratory environment for research and program
development in early childhood and elementary
education. The Center offers opportunities for stu-
dents from all institutions of higher education to
demonstrate and observe effective teaching prac-
tices. It also provides in-service and staff develop-
ment opportunities for faculty from teacher edu-
cation programs, prospective principals, and
experienced teachers in elementary schools.

In 1984, the Board of Trustees was established
to govern the Center (Chapter 641, Acts of 1984).
The Board consists of eleven members appointed
by the Governor. Members serve three-year terms
(Code Education Article, sees. 24—106 through
24-107).
