The Maryland Juvenile Justice Advisory Coun-
cil was established in 1984 as an independent unit
within the Department of Health and Mental Hy-
giene (Executive Order 01.01.1984.08). In 1987,
the Council came under the Juvenile Services
Agency. The Council advises the Governor and
appropriate State agencies on all matters pertain-
ing to the juvenile justice system and delinquency
prevention. The Council is the designated State
agency to receive formula grant funds under pro-
visions of the federal Juvenile Justice and Delin-
quency Prevention Act of 1974 (P.L. 93^15), as
amended by the Juvenile Justice Amendments of
1980 (P.L. 96-509). The Council's responsibilities
include developing an annual plan (in accordance
with the federal Act), establishing grant proce-
dures, and making grant awards. Fiscal adminis-
tration of grant funds is provided by the Juvenile
Services Agency.
The Council consists of from fifteen to thirty-
three members appointed by the Governor. Mem-
bers who do not serve by virtue of their office are
appointed to four-year terms. The Governor
designates the chairperson.

The Maryland Professional Artists Council was
created by the Governor in January 1986 (Execu-
tive Order 01.01.1985.05). The Council develops

opportunities for young people in Juvenile
Services Agency facilities to interact with profes-
sionals in the arts. The purpose is to help young
people channel their energies into healthy, whole-
some activities from which they may gain a sense
of self-worth and achievement. In this way, young
people in the juvenile justice system can develop
and nurture personal relationships and gain a
sense of belonging, cooperation, and discipline.

The Governor created the Maryland Profession-
al Athletes Council in March 1985 (Executive Or-
der 01.01.1985.06). The Council develops opp-
ortunities for young people in Juvenile Services
Agency facilities to interact with professional ath-
letes. Through this program, young people can
channel their energies into healthy, wholesome ac-
tivities that may give them a sense of self-worth
and achievement. The program also will help
them develop and nurture personal relationships
and give them a sense of belonging, cooperation,
and discipline.
Appointed by the Governor, the Council con-
sists of not more than 30 members who serve
four-year terms.
