In 1972, the General Assembly created the
State Lottery Agency to generate revenue for the
support of State government (Chapter 365, Acts
of 1972). Establishment of the Agency was contin-
gent upon the adoption of a constitutional amend-
ment. The amendment was ratified by the voters
on November 7, 1972, and accordingly the Agen-
cy commenced operation on January 2, 1973.

The Agency conducts statewide lottery opera-
tions for instant, daily, and lotto games, as well as
a lotto subscription game. Lottery ticket sales out-
lets are located in licensed retail establishments,
and each location can provide How-to-Play
brochures and other game information. Prizes of
under $600 may be claimed through any of these
sales outlets. Winning numbers are drawn on tele-
vision.

In 1976, the Agency began a pick-your-own
three-digit daily lottery called "The Numbers
Game" and, in 1983, a pick-your-own, four-digit
lottery and a pick-six-out-of-forty Lotto Game.
Licensed sales outlets sell and cash in daily lottery
tickets through a terminal connected to a comput-
erized on-line real-time system. Official winning
numbers are drawn on television. For "The Num-
bers Game," they are drawn daily Monday
through Saturday; for the four-digit lottery, Mon-
day through Saturday immediately following the
three-digit drawing; and for the Lotto Game, Sat-
urday evenings.

The Director of the Agency is appointed by the
Governor with the advice and consent of the Sen-
ate. The Director appoints the Deputy Directors
(Code State Government Article, sees. 9-101
through 9-125).

visory board to the State Lottery Agency. The

and consent of the Senate.

The Maryland Lower Eastern Shore Tourism
Center Advisory Committee was created in 1984
(Chapter 716, Acts of 1984). The Committee ad-
vises the Department of Economic and Employ-
ment Development on the development and oper-
ations of the Maryland Lower Eastern Shore
Tourism Center. Located on U.S. 13 North, the
Center opened in December 1985.

The Committee consists of nine members. The
Somerset County and Worcester County Boards
of County Commissioners and the Wicomico
County Council each appoint three members from
their respective counties. Members serve five-year
terms (Code 1957, Art. 41A, sec. 4-201).
