OTHER ADVISORY COMMITTEES

The State Board for Higher Education appoints
continuing advisory committees that represent
various groups in the higher education communi-
ty.

FACULTY ADVISORY COMMITTEE

Chairperson: Ernest C. Hammond

The Faculty Advisory Committee was mandat-
ed by the law that established the State Board for
Higher Education. The Committee is the only
body that officially represents the faculty members
in Maryland's public and private educational in-
stitutions.

The Committee's thirteen members represent
faculties from all segments of higher education in
the State, including the private sector. Committee
members are elected to three-year terms by official
faculty groups of the various segments. The Com-
mittee meets monthly.

LIBRARY ADVISORY COMMITTEE

Chairperson: H. Joanne Harrar

The Library Advisory Committee is composed
of eleven members representing both the profes-
sional librarians and the central administrations of
the segments of higher education: the University
of Maryland, the State colleges and universities,
Morgan State University, St. Mary's College of
Maryland, the community colleges, and the inde-
pendent colleges and universities. The Division of
Library Development and Services of the State
Department of Education is also represented.

STUDENT ADVISORY ASSEMBLY

Chairperson: Michael Johnson, 1987

The Student Advisory Assembly represents stu-
dents before the State Board for Higher Education
and the Maryland academic community. On rec-
ommendation of the former Student Advisory
Committee, the State Board for Higher Education
created the Student Advisory Assembly in 1980 to
replace the Student Advisory Committee.

The Assembly consists of student representa-
tives of all two- and four-year public and inde-
pendent institutions of higher learning in Mary-
land and is the only officially sanctioned body
representing the State's college students.

EDUCATION AND TRAINING

In 1976, the Maryland Fire-Rescue Education
and Training Commission was established within
the State Board for Higher Education (Chapter
682, Acts of 1976). The Commission is subject to
the authority of the Commissioner of Higher Edu-
cation.

The Commission develops standards for fire,
rescue, and emergency medical education and
training in Maryland. The Commission develops
and maintains a statewide master plan to coordi-
nate an emergency services training system. For
this purpose, the Commission collects and dissem-
inates data and reviews research relevant to fire-
rescue education. Annually, the Commission
prepares a report of its activities and recommen-
dations for emergency services education and
training. The Commission works in cooperation
with the University of Maryland and other
schools engaged in training fire-rescue personnel
in the State.

The Commission consists of thirteen members
appointed by the Governor with the advice and
consent of the Senate (Code Education Article,
sec. 12-113).
