The Governor designated the Board of Public
Works as the State commission to administer
grant programs under the federal Higher Educa-
tion Act of 1965 (P.L. 89-329, as amended). Title
VII-A of the Act provides federal grants to insti-
tutions of higher education to finance construction
of classrooms, laboratories, and libraries. Title
VII-C of the same Act provides federal grants to
subsidize interest payments on bonds and mort-
gages used to finance such construction when di-
rect federal funding is not available.
In 1964, the Governor created the Advisory
Council to the Board of Public Works on Higher
Education Facilities Acts. The Council assists and
makes recommendations to the Board of Public
Works on matters pertaining to grant programs
under the federal Higher Education Act of 1965.
The Council processes applications and recom-
mends priorities for federal grants among the eli-
gible institutions. It disseminates information and
maintains liaison with Maryland colleges, the
Board of Public Works, and the U.S. Office of Ed-
ucation. Appointed by the Governor, the Council
receives staff assistance from the Department of
State Planning.

The Maryland Higher Education Loan Corpo-
ration was created in 1963 (Chapter 589, Acts of
1963). The Corporation lends money or directly
guarantees loans made by approved lenders to
State residents who attend or plan to attend col-
leges or vocational, trade and technical schools.
This aid may extend to dependent undergraduate,
graduate, or professional students; independent
undergraduates; or the parents of such students to
help the students meet their educational expenses.
Displaced homemakers also may be eligible for
such aid (Chapter 773, Acts of 1984).
The Corporation is empowered to establish
rules and regulations for the grant, administra-
tion, and repayment of student loans. It also may
accept gifts, bequests, and governmental appropri-
ations or grants for its purposes.
In addition, the Corporation may enter into
agreements with the U.S. Department of Educa-
tion by which the federal government provides re-
payable advance funds to be added to the student
loan reserve. Such agreements also may make
Maryland residents eligible to receive a federal
subsidy for part of the interest on their loans.
The Corporation's Board of Directors consists
of eleven members. With the advice and consent
of the Senate, the Governor appoints nine mem-
bers for six-year terms. Two members serve ex of-
ficio. The Governor designates the chairperson
and vice-chairperson (Code Education Article,
sees. 18-1001 through 18-1014).
